How does a bill become law in Georgia?
Step 1: Drafting the Idea

The legislator takes the idea to the Georgia General Assembly, where it is drafted into a bill by an attorney.

Step 3: Georgia State Legislative Session

  • Third Reading: After passing through committee, the bill moves to a Third Reading for debate.
Step 4: The Vote
  • Vote #1: The originating house votes on the bill.
  • Vote #2: If passed, the bill goes to the other chamber for another vote and potential amendments.
Step 5: The Governor's Role

The governor has the option to sign, veto, or take no action on the bill. If signed, it becomes law; if vetoed, it can be overridden by a two-thirds majority. If no action is taken, it becomes law after 40 days.

Step 6: The Bill Becomes a Law

Once signed or not acted upon by the governor, the bill is printed and becomes effective on July 1 unless stated otherwise.
