Juvenile Offenders - As enacted, allows a juvenile court to transfer a juvenile 16 years of age or older to a criminal court of competent jurisdiction to be tried as an adult for committing the offense of escape from a youth development center approved, certified, or licensed by the department of children's services. - Amends TCA Title 37, Chapter 1 and Title 37, Chapter 5.
