General Assembly - As introduced, requires the general assembly to review an executive agency created by executive order of the governor under the governor's emergency management powers; authorizes the general assembly to either continue or discontinue the executive agency and its function; directs that all public purchases and contracts for goods and services entered into by an executive agency are subject to state purchasing law requirements. - Amends TCA Title 3; Title 4 and Title 58, Chapter 2.
