AN ACT RELATING TO COMMERCIAL LAW--GENERAL REGULATORY PROVISIONS -- UNFAIR SALES PRACTICES (Provides that gift certificates issued by state-chartered institutions of higher education would be exempt from the provisions of the gift certificate statute relating to expiration, escheatment, reissuance and refund.)
