AN ACT RELATING TO PUBLIC UTILITIES AND CARRIERS -- HOME HEATING GREENHOUSE GAS EMISSIONS REDUCTION ACT (Creates the Home Heating Greenhouse Gas Emissions Reduction Act which program provides a mechanism and funding for gas companies to transition from providing gas heat to non-emitting renewable thermal energy for home heating consumers.)
