Systems of Law and Terrorist Organizations; Provides that person who willfully becomes member of domestic terrorist organization & serves under direction or control of such organization with specified intent commits specified crime; authorizes Chief of Domestic Security to designate organization domestic terrorist organization or foreign terrorist organization; requires Chief to provide specified written notice to Governor & Cabinet before making designation; provides Governor & Cabinet may by majority vote approve or reject designation; requires Chief to publish such designation in Florida Administrative Register; prohibits state agencies, political subdivisions, & public school districts from expending certain public funds to support organization designated domestic terrorist organization or foreign terrorist organization, or accepting funds from such organizations; requires that certain students of Florida College System institutions & state universities be immediately expelled & assessed out-of-state fees after determination has been made such students have promoted domestic terrorist organization or foreign terrorist organization.
