Local Administration of Vessel Restrictions; Authorizes counties & municipalities to adopt ordinances to administer, in coordination with FWCC, certain provisions relating to vessels at risk of becoming derelict, enforcement of long-term anchoring permit requirements, & derelict & migrant vessels; provides that certain determinations are for administrative purposes only & are not criminal findings; requires certain designations & actions to be treated as equivalent to specified law enforcement actions.
