Prohibition of Pyramid Promotional Schemes; Prohibits person from establishing, promoting, operating, or participating in pyramid promotional scheme; requires DLA to issue & serve complaint & cease & desist order; establishes procedures for cease & desist orders; provides for restitution; authorizes DLA to apply for injunction; provides requirements for injunction; authorizes court to appoint receiver; provides for powers & duties of such receivership; authorizes court to issue order to stay certain actions & requires such actions be assigned to judge who appointed receiver; provides that specified provisions & penalties are in addition to civil, administrative, or criminal actions provided by law.
