Water Quality Improvements; Requires OPPAGA to conduct study of prevalence & effects of lead in drinking water in certain public facilities; specifies information to be included in study; requires OPPAGA to consult with interested entities in conducting study; requires OPPAGA to submit study to Governor & Legislature by specified date; requires DEP to consider & prioritize certain water quality improvement projects relating to special flood hazard areas; provides requirements for DOH, FWCC, & WMDs relating to harmful algal blooms; requires submission of plan relating to prevention & mitigation of harmful effects of blue-green algal blooms to certain entities by specified date; requires specified entities to provide schedule for implementing plan; requires DACS & SFWMD to take specified actions to ensure nitrogen levels continue to drop in Lake Okeechobee; requires DEP & SJRWMD to take specified actions relating to improving water quality in Upper St. Johns River Basin; provides reporting requirements.
