Inmate Welfare Trust Fund; Adding additional funding sources from which all proceeds must be deposited into the State-Operated Institutions Inmate Welfare Trust Fund or the General Revenue Fund; requiring that the proceeds from nonemergency health care visit copayments be deposited into the State-Operated Institutions Inmate Welfare Trust Fund or into the General Revenue Fund, etc.
