Child Welfare; Clarifying a provision regarding access to certain records in the event of the death of a child as a result of abuse, abandonment, or neglect; revising provisions to refer to a multidisciplinary legal representation program rather than a model; requiring each office of criminal conflict and civil regional counsel to annually submit certain data to the Office of Program Policy Analysis and Government Accountability (OPPAGA) by a specified date; authorizing certain persons to initiate a proceeding by filing a petition for adjudication and permanent commitment if both parents of a child are deceased or the last known living parent dies, etc.
