Property Insurance; Creates Reinsurance to Assist Policyholders program to be administered by SBA; requires board & property insurers to enter into contracts to provide certain insurance reimbursement; prohibits premiums from being charged for participation in program; provides program does not affect claims-paying capacity of CAT Fund; requires certain property insurers to reduce rates to reflect certain cost savings through rate filings; revises homeowner eligibility criteria for mitigation grants; provides requirements for claimants to prevail in certain claims for damages; limits transfer, assignment, or acquisition of rights to attorney fees in certain property insurance suits; authorizes insurers to include separate roof deductibles; creates property insurer stability unit within office for specified purpose; specifies events that trigger referrals to unit. APPROPRIATION: $150,000,000
