AN ACT CONCERNING REVISIONS TO THE MANDATED REPORTER REQUIREMENTS. To (1) establish a minimum starting annual salary for teacher; (2) provide a state subsidy to school districts to cover the cost of implementing the new minimum starting salary for teachers; (3) provide COVID-19 recognition payments to teachers who were providing instruction during the pandemic; (4) include a certified teacher on the Governor's Workforce Council; (5) amend the charge of the Connecticut Advisory Council for Teacher Professional Standards; (6) make revisions to the process by which retired teachers are elected to the Teachers' Retirement Board; (7) add a just cause standard and require a neutral hearing officer in teacher contract termination hearings; (8) require a single arbitrator for arbitration hearings; and (9) provide teachers with some discretion in their responsibility as mandated reporters.
