State Inmates - As introduced, removes the requirement that an inmate be chronically debilitated or incapacitated for the commissioner of correction to be able to certify an inmate as eligible for parole; empowers the commissioner to grant an inmate furlough if the inmate is unable to perform at least one of the activities of daily living in a prison environment due to the inmate's chronically debilitated or incapacitated medical condition. - Amends TCA Title 40 and Title 41.
