Tennessee Investment in Student Achievement (TISA) - As introduced, requires the department of education create a process for LEAs to provide real-time enrollment data so that funding allocations are adjusted continuously throughout the year; revises criteria for infrastructure stipends; establishes that allocations of education funding to LEAs for the state's per student funding for charter school students must be made no later than the date by which LEAs are required to pay charter schools for each student. - Amends TCA Title 49.
