Historical Commission - As introduced, specifies the authority of the commission to approve or recommend certain renovations or alterations of improved public or private real property that is or may be of historical, architectural, or cultural significance in this state or that is listed on the Tennessee register of historic places; prohibits commission and certain other state entities from taking adverse action against certain real property owners, including the assessment of a penalty or fine. - Amends TCA Title 4; Title 7; Title 8; Title 13 and Title 66.
