Education - As enacted, requires a student's LEA or public charter school to convene a conference attended by the student's guardian, ELA teacher, and school principal if the student is promoted to fourth grade and does not show adequate growth in order to determine if the student should be promoted to fifth grade with required tutoring or retained in the fourth grade. - Amends TCA Title 49.
