Children's Services, Dept. of - As introduced, requires a court to find that a child will receive proper care and supervision in a safe home prior to the department allowing a parent or guardian to have unsupervised visitation with, or physical custody of, the child, who was removed from the parent or guardian's custody due to a finding of dependency and neglect; requires the department to observe the parent or guardian with the child before recommending the return of physical custody to the parent or guardian. - Amends TCA Title 36 and Title 37.
