A BILL TO AMEND THE SOUTH CAROLINA CODE OF LAWS BY ADDING SECTION 5-3-105 SO AS TO AUTHORIZE THE GOVERNING BODY OF A MUNICIPALITY TO ANNEX AN AREA BY ORDINANCE IF THE AREA IS COMPLETELY SURROUNDED BY THE MUNICIPALITY, AND TO PROVIDE EXCEPTIONS AND PROCEDURES.
