AN ACT RELATING TO EDUCATION -- RHODE ISLAND PREKINDERGARTEN EDUCATION ACT (Allows municipalities participating in the state prekindergarten program to accept students from outside the municipality under certain conditions and establishes a lottery for enrollment in the program.)
