AN ACT RELATING TO CRIMINAL OFFENSES -- HOMICIDE (Abolishes penalty of life without parole and amends/repeals all sections of general laws regulating prisoners serving a sentence of life without parole. It would have prospective and retroactive effect for any offense committed after January 1, 1991.)
