Chair - Senators…. Thank you for allowing my testimony. Michael Thornton, Milford 43 Speaking for myself only. Milford has an affordable housing shortage. Homeowners are at odds with apartment dwellers and, seemingly, very few are willing to accept tiny homes, more Auxiliary Dwelling Units, or even more apartments. Their argument: the apartment dwellers and tiny homes , if any, do NOT pay a fair share of taxes, and “our home values will go down.” Meanwhile, people must crash on friends couches, live in their cars, or worse. Business need workforce housing, even schools suffer because nomadic children have difficulty learning and their proficiency test scores (on average - I’m told, are responsible for our low proficiency scores). This housing shortage is a societal problem. Milford is currently forming a master plan Committee to address the issues outlined in SB 145. I very enthusiastically support this Bill with its ‘carrots’ - my only concerns are simple: what are the obligations, any ‘strings attached” which accompany the encouragement funds (if and when available). I, personally, would dearly appreciate tying the Capital Improvements Planning, Budget Advisory Committee, and other ancillary Boards & Committees - into the Master Plan. The needs in this bill are real, please give us the tools and the Funding to get our work underway. Please support this bill. Thank you for this opportunity. I am willing to answer questions.
