I have been a contractor in Maine for several decades. Contractor licensing is long overdue. It will not solve all of the problems, but it will give some way to identify and forbid the activity of the most inept or criminal.

I WOULD LIKE MY COMMENTS PRESENTED TO THE MEETING, BUT WITHOUT MY IDENTITY. There are currently no restrictions for qualifications for contractors. As the victim of a gang of con men, under the claim of contractors, I believe there should be ongoing oversight of eligibility and licensing to be a general contractor. Not only are these people allowed to run amuck with blatant disregard for the homeowners, but Maine has earned quite a reputation in other states, among this unrestricted group of people, that our State turns a blind eye to this group, who is flooding into Maine and seizing homeowners, who rely on what they believe, is expertise. I did speak last year by Zoom, at the Economic Development Committee hearing, along with other educated homeowners, who'd suffered the same horrific consequences of trusting common thugs with the responsibility of building a home. To my dismay, the conversation was sidetracked by a former judge-turned-contractor, who, in part, influenced the committee to dismiss the bill, as, "if we require contractors to register annually," [for the sum of $150 per year, and disclose their criminal records], "there would be such a backlog of people that we contractors wouldn't be able to get to all of them." The discussion waned after his testimony; and it was voted out at that level. Please re-think this, as many residents here in Maine have been financially annihilated as a result of no restrictions on who can be a contractor. I could even be a contractor by the end of the day! Thank you.
