Local Land Planning and Development; Requires certain counties & municipalities, respectively, to create preapplication consulting services program; requires certain local governments to establish registry of specified number of qualified contractors or qualified contractor firms to conduct certain reviews; requires local governments to use qualified contractor program for review plats or replats upon request of applicant; requires governing body of certain local governments & counties to include multiphased developments in program that expedites process for building permits for planned unit developments or phases of community or subdivision; requires governing body to create two-step application process for stabilized access to roads that can support emergency vehicles; prohibits local government from conditioning, delaying, withholding, or denying issuance of certain permits; revises circumstances under which applicant has vested right in preliminary plat.
