Transportation; Requires DOT to increase minimum perception reaction time of all steady yellow signals by specified amount of time; requires licensing, rather than registration, of motor carriers & fuel tax decals, rather than identifying devices, for motor carriers; revises various provisions relating to qualified motor vehicles, motor carriers, fuel tax decals, & temporary fuel-use permits; revises reporting periods & due dates for motor fuel use tax returns & requires such returns to be submitted electronically beginning on specified date; requires certain seaports to submit annual report describing measures taken to support commercial space launch industry to chair of Space Florida board of directors beginning on specified date; prohibits certain seaports from converting planned or existing land, facilities, or infrastructure that supports cargo purposes unless specified conditions are met; requires legislative approval for use of state funds for specified projects; authorizes private entity to install automated license plate recognition system for use on certain property; requires motor vehicle to be equipped with exhaust system to prevent excessive or unusual noise; prohibits such system from allowing noise that is audible at specified distance from vehicle; authorizes certain golf carts to be titled & registered for operation on certain roads without inspection by DHSMV; provides requirements for electronic credentialing system; authorizes DHSMV to make direct payments to certain subcontractors under specified conditions; requires DHSMV to implement Next-generation Traffic Signal Modernization Grant Program.
