Virtual Currency Kiosks; Revises definition of term "money transmitter" to include owners & operators of virtual currency kiosks; exempts owners & operators of virtual currency kiosks from license application fees & license renewal fees; requires owner or operator of virtual currency kiosk to ensure that specified disclosure is displayed before customer initiates virtual currency kiosk transaction; prohibits owner or operator of virtual currency kiosk from permitting new & existing customers to transact more than specified amount per calendar day; requires owner or operator of virtual currency kiosk to provide customer with specified electronic & paper receipt upon completion of virtual currency kiosk transaction; requires owner or operator of virtual currency kiosk to issue full refund of transaction fees under certain circumstances; authorizes FSC to adopt rules.
