Land Use and Development Regulations; Requires transmittal & adoption of amendment to future land use element of comprehensive plan to be by majority vote of members of governing body; requires that local government comprehensive plans & land development regulations include specified factors for assessing compatibility of certain residential uses; requires that land development regulations incorporate certain standards or other measures for mitigating or minimizing potential incompatibility; requires local government staff to meet certain requirements before recommending denial of certain applications on compatibility grounds; requires OPPAGA to conduct specified study; provides study requirements; requires office to submit results of study to Legislature.
