Capital Human Trafficking of Vulnerable Persons for Sexual Exploitation; Prohibiting a person 18 years of age or older from knowingly initiating, organizing, planning, financing, directing, managing, or supervising a venture that has subjected a child younger than 12 years of age, or a person who is mentally defective or mentally incapacitated, to human trafficking for sexual exploitation; providing a criminal penalty; providing for separate death penalty proceedings in certain cases; authorizing the state to appeal from a certain sentence on the ground that it resulted from the failure of the circuit court to comply with specified sentencing procedure requirements, etc.
