Recovery Residences; Revises requirements for applicants for certified recovery residence licenses; revises requirements relating to interim licenses issued by DCF; authorizes DCF to issue probationary license to existing licensed service provider; revises conditions under which DCF may deny, suspend, or revoke license of service provider; requires that Level IV certified recovery residence providers undergo recertification audit at certain interval; provides that recovery residence is deemed nontransient residential use of land for specified purpose; prohibits local law, ordinance, or regulation from prohibiting or regulating recovery residence in multifamily structure; authorizes municipality or county to deny establishment of certified Level IV recovery residence under certain circumstances; requires maintenance of patients' confidential records; provides personnel-to-resident ratio requirements; revises liability for licensed service providers; creates Substance Abuse & Recovery Residence Efficiency Committee within DCF; provides purpose & membership of committee; requires appointments to committee by specified date; provides duties of committee; requires committee to submit report to Governor & Legislature by specified date; provides for future legislative review & repeal.
