Local Housing Assistance Plans; Revises list of persons with special housing needs for purposes of certain program to include persons who own mobile homes placed in mobile home parks; including lot rental assistance in strategies for provision of affordable housing for which local housing assistance plan may allocate funds; requires each county & eligible municipality to include in its local housing assistance plan provision of funds to certain persons for specified purpose; requires that certain funds reserved for home ownership be used to provide lot rental assistance to certain eligible persons; authorizes counties & eligible municipalities to use certain funds for construction, rehabilitation, or emergency repair of certain mobile homes; prohibits county or eligible municipality from distinguishing or discriminating between types of housing when awarding certain funds.
