Marijuana; Revises qualifying medical conditions to include condition for which patient is prescribed specified opioid drugs; revises examination requirements for issuance or renewal of certification; revises amount of supply limits qualified physician may issue; revises frequency at which qualified physician must evaluate existing qualified patient before issuing new physician certification; revises reasons DOH may suspend registration of qualified physician; requires department to establish processes & procedures to issue medical marijuana use registry ID cards to, & to register as visiting qualified patient, nonresidents; provides waiver of certain fees for certain veterans; requires DOH to authorize each medical marijuana treatment center to operate as cultivator, processor, distributor, or retailer; requires department to initiate application process to issue specified number of certain licenses; provides requirements for applicant for licensure as marijuana licensee to operate as cultivator, processor, distributor, or retailer; provides requirements for modifications to marijuana licensee's operations, ownership, & change of ownership; provides requirements for inspections by department; authorizes department to impose certain fees; provides for preemption; prohibits unlicensed activity by marijuana licensees.
