Matters of Great Governmental Concern; Authorizing the Legislature to declare, by concurrent resolution, that a circumstance or conduct that has caused substantial economic loss or other similar harm to governmental entities in at least a specified number of counties is a matter of great governmental concern; providing that the Attorney General has the sole authority to file certain civil proceedings; authorizing the Attorney General to take certain actions in certain civil proceedings; providing that any award, excluding attorney fees, are subject to full appropriation by the Legislature, etc.
