Administrative Procedures; Applies certain provisions applicable to all rules other than emergency rules to repromulgated rules; requires certain notices to include certain information; requires certain notices; revises circumstances under which proposed rule's adverse impact on small businesses is considered to exist; revises requirements for agency's consideration of lower cost regulatory alternative; provides that failure of agency to meet certain deadlines applicable to rule required to be repromulgated constitutes repeal of rule; provides that repromulgated rule is adopted upon filing with DOS & becomes effective after specified time.
