Specialty License Plates; Authorizes credit for or refund of annual use fee if specified condition is met; provides that DHSMV may not issue new specialty license plates until sufficient number of plates are discontinued; provides exception to requirement that specialty license plate annual use fees & interest earned from those fees only be expended in this state; requires DHSMV to discontinue independent college or university's existing specialty license plate if college or university elects to use standard template specialty license plate; requires DHSMV to develop specified specialty license plates; provides for distribution & use of fees collected from sale of such plates.
