AN ACT CONCERNING THE USE OF FISCAL INTERMEDIARIES BY STATE AGENCIES FOR PAYROLL SERVICES. To require state agency contracts with fiscal intermediaries for payroll services to provide for financial penalties in the event that the fiscal intermediary fails to timely process payroll.
