AN ACT CONCERNING DISTRACTED DRIVING AND THE SAFE OPERATION OF A MOTOR VEHICLE IN A HIGHWAY WORK ZONE. To (1) include the playing of a video on a mobile electronic device that is in full view to the person who is operating the vehicle as a form of distracted driving, and (2) specify that distracted driving in a highway work zone is a violation of the state's reckless driving statute.
