AN ACT REQUIRING A STUDY OF THE RENEWABLE ENERGY CERTIFICATE MARKET. To require the Commissioner of Energy and Environmental Protection to conduct a study on the efficacy of the market for certificates issued by the New England Power Pool Generation Information System.
