AN ACT ESTABLISHING A GRANT PROGRAM FOR VETERANS-RELATED CAPITAL EXPENDITURE PROJECTS. To establish a grant program to be administered by the Department of Veterans Affairs for the purpose of assisting municipalities and nonprofit veterans' organizations with certain veterans-related capital expenditure projects.
