AN ACT ESTABLISHING A GRANT PROGRAM FOR CAPITAL EXPENDITURE PROJECTS TO PLACE OR MAINTAIN WAR OR VETERANS' MEMORIALS OR MONUMENTS. To establish a grant program to be administered by the Department of Veterans Affairs for the purpose of assisting municipalities and nonprofit veterans' organizations with certain veterans-related capital expenditure projects.
