AN ACT CONCERNING STREAMING VIDEO SERVICES AND THE VOLUME OF COMMERCIAL ADVERTISEMENTS. To (1) provide that no streaming video service shall transmit the audio of any commercial advertisement at a volume that is louder than the volume established by the Federal Communications Commission for television broadcast stations or multichannel video programming distributors, and (2) authorize the Commissioner of Consumer Protection to issue a time-limited waiver from the volume limitation in the event of a significant financial hardship.
