AN ACT AUTHORIZING BONDS OF THE STATE FOR REHABILITATION OF UTILITIES ASSOCIATED WITH CONNECTING NORWICH PUBLIC WORKS THROUGH THE FORMER NORWICH STATE HOSPITAL PROPERTY AND EXTENDING TO THE PRESTON INCINERATOR SITE. To provide funding to rehabilitate and upgrade the utilities associated with connecting Norwich Public Works through the former Norwich State Hospital property and extending to the Preston Incinerator site.
