AN ACT INCREASING THE HIGHEST MARGINAL RATE OF THE PERSONAL INCOME TAX. To increase the highest marginal rate of the personal income tax from six and ninety-nine-hundredths per cent to seven and ninety-nine-hundredths per cent.
