AN ACT ESTABLISHING A VOLUNTARY EMPLOYER PAYROLL TAX AND A PERSONAL INCOME TAX CREDIT FOR CERTAIN EMPLOYEES. To establish a voluntary employer payroll tax and a personal income tax credit for certain employees of an employer that elects to pay such tax.
