AN ACT CONCERNING PAROLE ELIGIBILITY. To permit the Board of Pardons and Paroles to consider parole for a person who (1) committed a crime or crimes while such person was under twenty-one years of age, (2) received a lengthy sentence, and (3) has served a specified minimum portion of that sentence, regardless of when such crime or crimes were committed.
