AN ACT CONCERNING THE ASSIGNMENT OF CERTAIN LIENS. To (1) reduce the interest rate for certain municipal tax liens, and (2) provide that certain attorney's fees (A) may not be received, claimed or collected until commencement of a foreclosure action or a suit on the debt, and (B) shall not be more than fifteen per cent of the amount of any judgment.
