AN ACT CONCERNING QUALIFICATIONS OF INDIVIDUALS APPOINTED TO SERVE AS MODERATORS AT ELECTIONS AND PRIMARIES. To require that all persons appointed to serve as moderators, including as head moderators, at an election or primary be certified by the Secretary of the State and meet the qualifications for such certification.
