AN ACT CONCERNING FUEL VENDOR REIMBURSEMENT UNDER THE LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM, A COMMON HEATING ASSISTANCE APPLICATION, AND STUDIES REGARDING BULK FUEL PURCHASES AND VENDOR PAYMENT BEST PRACTICES. To study and implement changes necessary to ensure a fair compensation system for deliverable fuel vendors in the Low-Income Home Energy Assistance Program without negatively affecting program participants, to study the benefits and costs of bulk fuel purchases for the program and to establish a common benefits and application portal.
