AN ACT IMPLEMENTING THE RECOMMENDATIONS OF THE CONNECTICUT HIGHER EDUCATION SUPPLEMENTAL LOAN AUTHORITY. To allow students under eighteen years of age to qualify for authority loans and allow the authority to fund special capital reserve funds with a surety policy or similar instrument.
