AN ACT CONCERNING HIGH POVERTY-LOW OPPORTUNITY CENSUS TRACTS. To (1) authorize bonds of the state for various purposes within high poverty-low opportunity census tracts, (2) dedicate a portion of the cannabis tax revenue to be used for high poverty-low opportunity census tracts, and (3) establish a program to authorize the exemption of certain residents of such census tracts from the personal income tax.
