AN ACT CONCERNING REFERENDA, INDEPENDENT EXPENDITURES, STATE ELECTIONS ENFORCEMENT COMMISSION COMPLAINTS AND REPAYMENT OF SURPLUS CITIZENS' ELECTION PROGRAM GRANT FUNDS. To (1) create within the Citizens' Election Program a voucher system for the purpose of making grant moneys available to participating candidates for Governor prior to the state conventions, (2) establish the State Elections Enforcement Commission's jurisdiction over the administration of such system, and (3) set forth certain illegal practices with regard to the use of vouchers issued under such system.
