AN ACT CONCERNING THE RIGHTS AND RESPONSIBILITIES OF LANDLORDS AND TENANTS. To (1) allow landlords to accept damage insurance in lieu of security deposits, (2) permit tenants to conduct a walk-through inspection of the dwelling unit prior to moving in, (3) limit fees a landlord may charge in connection with tenant screenings, (4) require landlords to provide written notice to certain protected tenants of their legal rights regarding evictions, (5) require landlords to provide notice of pending foreclosure actions to current and prospective tenants and allow current tenants to seek a court order appointing a receiver of rents, and (6) require that landlords provide tenants with voter registration forms upon the execution of any lease.
